I want to know whether there is any available free software for performing subjective tests and which follows the methodology given by ITU-R BS.1534 (i.e. MUSHRA).
I also want to know the approximate cost for CRC's SEAQ software.

ABC/hr is only slightly more complicated than MUSHRA:

with the added benefit of forcing the listener to distinguish from a hidden reference each time a rating is performed. The optional hidden anchors are added separately as if they were additional samples to be rated.
ABC/hr also has an ABX module for determining difference only, for extremely subtle artifacting.

Is it possible to modify ABC/HR to avoid this complexity or are there other freely available tools for MUSHRA?

There is Ivan Dimkovic's "waverate" program, but it is buggy:

Other than that, I don't think there are any freely available MUSHRA-type programs.
Of course, you are free to modify the source code of abc/hr to suit your needs

If you're using MUSHRA appropriately (i.e. on obviously non-transparent signals) the presence of the hidden reference shouldn't add much time to the experiment - and it will weed out deaf listeners.
I can imagine it will look neater and simpler without the hidden reference, but when running an actual test it's simplicity itself.
