You can re-encode files with foobar2000 and use lowpass filter (https://hydrogenaud.io/index.php?topic=80139.msg744252#msg744252) in DSP during conversion.

Why should you if 1 TB is cheap today?

A better strategy is to downsample and it'll save more space. But then if you don't need an exact copy, might as well use some lossy encoding too.
