Are you certain? It sounds like a stuttering mess here with VLC, ffplay, Firefox, Chrome and foobar2000. If I were a listener of that station I would not know to blame foobar2000 but the server.

I was downloaded latest VLC player version 3.0.20 and the Flac stream sounds great!
Can you check listening again?

That's the VLC version I used to test. That stream is stuttery here with everything. There's of course some network latency as that server seems to be in Canada and I'm testing from Finland. It's hosted on OVH cloud though, I'd assume they have proper infrastructure to not run out of bandwidth.
Speed test from here to some random OVH Canada speed test file (http://proof.ovh.ca/files/1Gb.dat) shows about 15000 kbit/s download speed. The FLAC stream's average bitrate is less than 2800 kbps. Though of course this is a different server so not directly comparable.

I used wget to download about a minute of that stream to a file. Playing the saved stream with foobar2000 reports some Ogg granulepos problems but the file itself sounded ok. If this is any indication, the stuttering would be caused by server not being able to provide data in real time for any player I tested. But let's see what Peter thinks.

I'm afraid your server is sending grabled payload. The amount of damage varies and there are periods with no apparent glitches.
I made stream dumps with both foobar2000 and wget, fed them to FFmpeg and it also complained about errors in the stream.
This is *not* a bandwidth issue.
