[SDK API request] DSP presets change callback

@Peter would it be possible to add a new callback which would be triggered when a new DSP chain preset is added or removed? The only callback that is currently available is triggered only when active DSP chain is changed.

Context: I want to create a simple panel for quick DSP preset switching.

(I would love to have API to edit those presets and chains as well, but it obviously requires much more work, and I don't think there's a lot of demand for this feature anyway).
