foo_uie_trackinfo bug fix

The original version, 0.1.1 by Phi, always shows on startup the first entry in the playlist instead of the selected one.  The problem is that for the initial PLAYLIST_FOCUS_CHANGE, lp is always 0.  I worked around this by ignoring the initial focus_change, since the correct meta is retrieved in WM_INITDIALOG anyway.
