flake test suite addition

note that the scripts require flac 1.1.3 in the path (my cheezy way of converting raw PCM to WAV via FLAC since flake only accepts WAV), and also test_streams which generates a lot of the input files.  I included the source in the tarballs but it is also built when you build flac so that could be used instead.
