Foobar's faulty timestamp handling (standard time / daylight saving time)

Hi, I've mentioned this issue once in the playback statistics component thread, but it's actually an application-wide problem, so I'm making a separate thread.

Timestamps are fixed points and their display shouldn't change depending on whether it's summer or winter time. Windows understands that, foobar doesn't.

Compare modification timestamps for the same file:
  • Under windows: ‎07 ‎January ‎2019, ‏‎20:52:08
  • According to foobar: 2019-01-07 21:52:08

Foobar moves the time display to UTC+02:00, because it's Europe and it's July now, but that file's modification date shouldn't move!
