Do U know of a utility to do this?

Hey everybody,

I need a utility that will change the header information of an mpeg 1 layer 2 (.mp2) file. 

I have an .mp2 where private_bit is set to "1" and I need to change it to "0"

The private bit is set to 1 on each of 18,000+ frames so to do it manually with a hex editor is too much work....

Anybody know of such a utility?
I remember hearing about one not too long ago but forgot its name.

Freeware is preferrred... but I might shell out money if its cheap.
