Where is FLAC v1.3.1 for 32-bit Ubuntu Linux ?

Hello and thanks in advance?

Where is the 32-bit Ubuntu Linux debian archive (.deb) or similar (.tgz, .zip, etc) for version 1.3.1 of FLAC?

Right now I have the older version installed and apt-get doesn't provide anything newer. 
I do have the newer version for Windows and use Foobar2000, but I'd prefer trying the native Linux version. 

Can you help, please?

Are you running LTS?  Flac 1.3.1 is in xenial and yakkety, but trusty is only 1.3.0.  You can probably install a package from a higher release such as wily or xenial straight into trusty.  Dependencies are very low and don't look to be a problem, although I haven't tried this.

flac has been 1.3.1 since Ubuntu 15.04. If you are stuck in 14.04 LTS, you can either upgrade to 16.04 LTS and get it, or you can try to manually download and install it from a later release.
