I download the file is"foo_out_asio.fb2k-component" and i try to rename to .zip . rar but can't extract.

you don't need to rename or extract anything. see here....

1. all of your links work
2. there is no need to rename to .zip
3. renaming a .zip file to .rar does of course not work
4. if a 3rd party component is not downloadable you should try to contact the author
