When converting a 44.1 kHz flac file to opus, the resulting file is 48 kHz?

hello I have a question, when converting a flac 44.1 file to opus the resulting file is 48 khz or opus maintains the original sample rate and resamples to 48 during playback

Yes, that is normal. Opus operates at 48 kHz by design.

So because MediaInfo and dBpoweramp show original sample rate and not 48 as it should be

It is an error of the programs when analyzing the audio?

Open file properties with Foobar2000 and you'll see 2 fields: Sample rate and Original sample rate

My guess is those programs will resample the audio back to 44.1 KHz after decoding, so they show 44.1 KHz.
