Sonic AC3enc uses which ac3 encoder?

Hi, i am currently testing some ac3 encoders, and i would like to know from where they come from.

I know, for example, that Sonic Foundry's soft encode uses dolby v6.6.2. Does ac3enc from scenarist 2.7 use dolby v6.6.2 or v7?

Does it use a proprietary implementation?

Edit: How about its quality? Is it comparable to dolby's encoders? (In case it uses proprietary)
