audio card realtek settings silly question

on my windows 10 pro , i had setup realtek driver default format 24bit 48k studio quality
I use foobar2000 or  musicbee (just for smartplaylist) both without resampling and in wasapi shared mode -> so the should play at 48.000k (seeing they work at wasapi shared mode)

well today reading a tutorial on a webpage , I setup at 24bit 44.100 to avoid a resampling , but audition cc stopped to work in wasapi mode  incredible, i have tried to upgrade drivers ,nothing ,it gives me a bunch of errors

May I ask 2 questions ?
It's much better to keep the internal realtek soundcard setup at 24bit 44.100 to play music (mp3, flac , aac ) or at 24 48000 is good enough , I mean can somebody hear the different between them (playing 44.100 audio with foobar or musicbee in wasapi shared mode with the soundcard setup at 48k?

My second question is , does somebody notice some issues with audition cc and realtek drivers (i have updated 40 minutes about ago) ?

Is ASIO an option for you, instead of WASAPI?
Processed audio in java and python.

You shouldn't hear any difference.

Normally, the drivers quietly/secretly take care of any necessary resampling....   Any cheap soundcard will play a 24/196 file regardless of the hardware capabilities.

From what I understand many soundcards run at 48kHz only (at the hardware level).     

And I think WASAPI Exclusive Mode is prevents re-sampling.   ASIO works the same way...  You can only play/record what the hardware supports.

about Asio do you mean the realtek asio driver or asio4all?
because cheap soundcard don't include asio drivers

I was thinking asio4all.
Personally I have a Creative Audigy Rx, and I was able to find ASIO drivers for it, but I like its built-in "Bit Accurate Playback" option better. It does the same thing, but switches sample rates automatically.
Processed audio in java and python.
