Apart from the cost of licensing etc, are there many reasons NOT to use mp3pro for low bitrate encodes?

PS, also has anyone fixed the mp3pro config in foobar yet?

I can encode mp3pro only with 22khz. Thats very negative. 
And I think that the resulting mp3 files are not gapless.

When I want low bitrates, I use ogg vorbis or nero he-aac.

Im toying with nero-aac but doesnt the PNS help it? I can never get that working

Encoding yes, but playback is 44.1 Khz (SBR tool). Like HE-AAC (most often).
Wavpack Hybrid: one encoder for all scenarios
WavPack -c4.5hx6 (44100Hz & 48000Hz) ≈ 390 kbps + correction file
WavPack -c4hx6 (96000Hz) ≈ 768 kbps + correction file
WavPack -h (SACD & DSD) ≈ 2400 kbps at 2.8224 MHz

Accodring to this [a href="http://www.hydrogenaudio.org/forums/index.php?act=ST&f=1&t=28353&hl=&view=findpost&p=245974]thread about low bitrate files[/url] the support of MP3pro (portable devices, software players, operation systems) still must be very low.

yeah, but all the small mp3pro files that i want to create would be stored on my pc so it really wouldnt matter. I like the SBR in mp3pro, but i can never get that working in aac

Indeed SBR and the more advanced low-bitrate features of Aac are amayzing methods how the ears get tricked out.
You should check the [a href="http://www.hydrogenaudio.org/forums/index.php?act=SF&s=&f=54]AAC forum[/url] for specific help. The users there surely will be able to say if your encoder can create HE-Aac files (containing/using SBR).
