AC3 volume too loud? Hardware limitations?

I'm looping some AC3 file on my Buffy DVD as a menu sound and it is much louder than the volume played during an episode. Is this due to neither my player nor stereo having an AC3 decoder? Should I use dynamic compression on my DVD player or reduce the AC3 file's volume by a certain percentage before authoring? TIA!
