PsyTELDrop 1.1

I've finished the update of PsyTELDrop. It now utilizes an ini file, stored in the application directory instead of the Windows Registry. It cleans up any entries made in the Registry by previous versions. I added a decoding feature, and the optional output directory is saved now. Plus I added a few more error handling routines. I've already sent it to Roberto so hopefully he'll make it available on his cool site soon.
