ITU-R 1770 curves reference value?

I've been studying ITU-R BS 1770. I'm very new to all this audio signal processing stuff, so I've had lots of trouble understanding some things.

Although I think I've finally got a good general idea of the document, I don't get to know which are the reference values used in the Leq and RLB curves. I suppose there are two options: it's implicitly said somewhere within the document (and I've read it but I haven't understood it because I haven't enough knowledge in the field) or it is not said but is some well known agreement (and I don't know it because I don't have enough knowledge in the field)...

Can someone please give me a hand with this?
