1.0.1 vs. 1.0.1 CVS - diferrent file size

The same input .wav file:

-q 7

6,060,049 - "original" 1.0.1 from vorbis.com
6,060,080 - oggenc23.exe 1.0.1 CVS (ICL compile)

Is it normal ?

The compile at vorbis.com is probably MSVC. There can be little differences in output size when you use different compilers.

20030909 is the date of the 1.0.1 lib release and 20031230 is the date of the 'Post 1.0.1' release.
