What is wrong with this CUE file?

So I got error with Foobar 2000, in the past, to fix this kind of error, I simply renamed the file "  " to file "CDImage.wav" WAVE and it'll work.  This time, it doesn't work

and I notice the cue file has some Flags DCP on it.  So I also remove the first 5, same thing.

I then compare this CUE file to other cue files, it looks the same.  Can anyone help?

Use Notepad++ to select the same encoding of whatever language locale it was most likely encoded in (if you have an idea of where that is), and then convert the encoding to UTF-8-BOM.
