Nero hasn't been updated in three years or more

And by "or more" I mean later releases don't seem to affect the setting that most people use (0.5) judging by the release notes.

So I guess it's safe to just use itunes aac? They seem to regularly update

I don't think you will hear much difference but yes, Apple AAC encoder has been proven to be the best AAC LC encoder.

You know you don't have to use iTunes to convert using Apple's libraries right?

Now it looks NeroAAC development was officially terminated, R.I.P. Nero:

Ah so they moved  Nevertheless it looks Nero aac's development ended. Not so big hurt however since we have Apple's encoder...

Although the site says it is version 1.5.1, and the filename is still NeroAACCodec-1.5.1.zip, it actually contains 1.5.4:
