9b9: skip tracks that already have ReplayGain info

Sorry if I've missed this, but what happened to the option to skip tracks/albums that already have ReplayGain info?

It is hardcoded to be enabled, though the scanner will ask whether you want to clear out the existing information if all selected tracks already have Replaygain information.
