Sorry.. I think Yan and the MP3 ISO specs of the R_normal are both wrong..
Even I was wrong.. 

Both slopes should be almost identical..

Yan's proposal can also be possible that is the lower slope can  depend on the masking energy of psychoacoustic partitions before the target band..

So.. it is agreed that Yan's proposal is wrong..

Ooops.. the AAC encoder I posted is based on Yan's proposal.. I will try to post my latest encoder later..
