Win 10 and Hover Ballloon

In Win 8.1  when you hover over the Taskbar icon, an info balloon pops up for the Window Title that you can customize to show artist, title, etc. After upgrading to Win 10, that hover balloon is gone. Now you get the thumbnail, and whatever info can fit in it's predefined space. All my info is still there in preferences for Playback State Display Formatting under Default User Interface. The preview even shows it right. But no Pop Up Balloon.
