Software to generate playlists of similar tracks from my music library

I am looking for a way to automatically scan my music library and then generate a playlist of similar tracks based off of one specific track or artist. The basic idea is similar to how Pandora generates a station, only I want this to generate a playlist from my own local mp3s using whatever metrics it can (like genre, BPM, date, etc etc).

I know of some other software that can do it, but I cannot or will not use them: WinAmp (tried, this feature crashes the program no matter what I tried), iTunes (don't want to use), Zune software (old software and bloated anyway). I am currently using foobar2000 to browse and play my local music library but can't find a component with this feature.

Ideally I suppose it'd be great if there was a way to add this playlist generation into foobar, but if not, I am wondering if there is another somewhat lightweight program I can use to just generate these "smart" playlists, which I would then import into foobar?
