update foobar2000 mobile for Microsoft Windows 10 mobile

FFmpeg version: 3.2.4

First of all, since I am rather concerned about FFmpeg security holes I wish you could repack this Microsoft Store app with FFmpeg 3.2.15 instead of 3.2.4. It should be a easy task for anybody in charge to do.

FFmpeg 3.2.15 "Hypatia"
3.2.15 was released on 2020-07-02. It is the latest stable FFmpeg release from the 3.2 release branch, which was cut from master on 2016-10-26.

It includes the following library versions:

As far as I know, the Windows Phone app, much like Windows Phone itself, is discontinued.

The same package called "foobar2000 mobile" are on Microsoft Store
-> Microsoft Windows 10 desktop x86_64, defaults and installs as 64-bit app.
-> Microsoft Windows 10 mobile ARM64, defaults and installs as 32-bit app.
