feature request: support USAC/xHE-AAC format

Please implement decoding of USAC audio (xHE-AAC®) in foobar2000 Mobiles, especially on devices that already support it (e.g. Android >9)

foobar2000 Mobile 1.2.30 (ARM 32-bit FFMPEG version: 4.4, on Android 9) opens correctly .m4a files that contain USAC audio data but can not play them, while system apps open and play these files correctly.
