Support for PCM files?

Ironically, I was trying to use Foobar2000 to convert the file and put it in a WAV container for better support in other players/devices, but it seems to be backwards.  Plays perfectly fine in something like Windows Media Player but doesn't open at all in Foobar2000 (and I think I have every plug-in/component installed for every file format known to man, lol).  Am I missing something or does it legitimately not support it (and no plans for it)?  Thanks!

The vgmstream decoder plugin should be able to handle your PCM files.
