Refresh hardware list

One workstation that I use in the office is acting weird; if I punch in my card reader into the USB port, sometimes it does not detect it right away. I have to go to Device Manager and do a "Scan for hardware changes". Needless to say, this is very impractical.

Short of troubleshooting (which may include re-installing), do any of you know a single .exe tool that can effect Windows' "Scan for hardware change" without I going into the Device Manager?
