Windows version of Samba transcoder for FLAC?

There is a really cool Samba thing (http://file-ext-map.sourceforge.net) to make a share of FLAC files look like WAVs to a client, and dynamically transcode.  Let's all sorts of WAV-compatible things that don't support FLAC work with FLAc files.  Anyone know of anything like this for Windows?  If not, I'd be interested in potentially writing one (I'm a C++ developer) if anyone knows which APIs are involved in doing this kind of thing.
