foo_diskwriter has been renamed to foo_converter with version 0.9 and is included in the foobar2000 setup.

According to the list of wanted component ports (which you could have found on your own by searching), foo_record is not available for v0.9.

Maybe it was ask for 0.8 version of foobar?
But I searched with google and there couldn't be found a valid download link
