The answer is simple. PsyTEL 1.6.

Actually, the Fhg MPEG-4 AAC Main profile is probably the highest quality implementation that exists (also according to Ivan), but good luck even getting a glimpse of it in action...

As for publically available encoders, I'd agree it'd be PsyTEL.

another simply question ... can PsyTEL AAC be comparated to MPC (for quality)? do you think AAC is better or equal to MPC?

I think general opinion has it that MPC is the best with PsyTEL AAC a close second and, probably, the best of the rest.
