Free Encoder Pack 2018-10-19

Hello, I hope this is the right place to ask this but can anyone tell me what was updated in Free Encoder Pack 2018-10-19? I can't seem to find a changelog. Any help appreciated. Thanks in advance.

opusenc..exe was updated to Opus 1.3 Final (opus-tools 0.2 using libopus 1.3) (thank you, Case!)

If you have 7-Zip installed, you can see the contents (Open with...7-Zip) before installing (among other possibilities). When done well, you can see from the file date what's new...
