Open track and seek to specific time from command line

I want to open a file and have it play from a specific time with the command line, is this possible?

I would suggest installing this:
http://foobar2000.org/components/view/foo_seek_box
and bind keyboard shortcut to its functionality - even global - so you can quickly enter time stamp into that small box and hit enter. I don't think there is such standard command line in foobar. This is very GUIish program, which is understandable.
