recent flacCL files

This package includes the files needed for using flacCL as standalone. The files are compiled on 30.06.2014.
If some moderator or Grigory Chudov himself is against this feel free to delete this.

Since 2.1.5 was declared as stable here are the recent versions of Grigory Chudov's CUEtools encoders. I added flake and the most likely best compressing ALAC encoder in the world  I didn't test it though.

There were changes to ALAC compression and flake behaviour a while back. There is silence since. Here are these latest version from 20.09.2014.

These are the recent 2.16 encoders. The flac.cl is somehow wrong in the download at the CUEtools page. Corrected here.

It's been 8 years! FLAC has gone a long way since, any updates possible for this one?
