nero aac presets

can someone please explain to me why the presets in nero aac produce higher bitrates than stated. for instance, the vbr streaming preset (100-120kb/s) almost always produces bitrates around 156kb/s. the same thing goes with other presets. what am i missing here?

The bitrates listed in the preset drop down box were calculated for a much older version of the codec.  At that time they were accurate.  Now the codec has changed significantly and the values should be recalculated.
