EAC Generates Incomplete CUE Files with PC Engine CD Rips

I ripped a mixed mode CD (a PCE/Turbografx CD game), and whenever I try to create a CUE sheet, I only get the first two tracks:

I believe this is caused by the data track being on track 02 screwing things up (I've generated CUE sheets for mixed mode CDs with the data track being on track 01 with no problems).

How do I get around this?

I also decided to use CUERipper, but that crashes whenever it reads this CD.
