Should I be able to play this? I updated the foo_input_dvda to 0.4.11. Playing the ISO as well as MLP files extracted by DVD Audio Explorer results in "Decoding failure at 0:00.000 (Unsupported format or corrupted file)" as it steps successively through each track.

If you are asking with specific reference to foobar2000 then yes, this is the wrong place, for there is an entire subforum for said player, and Lossless/Other Codecs isn’t part of it.
