It would be great to see this feature i.e. Spotify and Songbird, i.e. have Foobar import automatically without having to import new tracks or folders everytime the user downloads or rips stuff. Then foobar can be the music player to rule them all!
Called Media Library, you set it up in Preferences.

In fact, your standard Windows music folders are watched by default since v1.1.1.
Even though this was not part of the original question: the manual linked above is outdated, autoplaylist manager has not been part of fb2k for years. Autoplaylists can be created from library viewers (example (http://www.hydrogenaudio.org/forums/index.php?s=&showtopic=99867&view=findpost&p=826916)), and edited via playlist manager/tabs context menus.
