Multistream: A Reasonable Assumption?

I'm trying to determine where multistream fits into the Opus ecosystem.  It doesn't seem to be mentioned in the RFC, yet opus-tools seems to use it even for stereo and mono.

Can it be safely assumed that end user applications will support it?

EDIT:  My understanding is that multistream packets with only a single stream are compatible with non-multistream decoders.
