Global Hotkeys only working when running Foobar as administrator

But when I run Foobar as administrator, I can no longer drag & drop songs into playlists. Without Foobar running as admin, hot keys do not work when certain programs (and task manager) are opened. Other programs do not interfere.

Windows 11, Foobar v1.6.5.

The hotkeys are registered using a standard Windows API (RegisterHotKey, I believe). I don't see anything in documentation telling that permissions would affect this.

I'm sorry that I'm not going to test ancient foobar2000 1.6.5 or read changelog entries since that version, but personally I can't make keyboard shortcuts defined in foobar2000 v2.1 preview not work no matter what I run. Be it task manager or a random game. Either it's a bug in old foobar that is since fixed, or you have some software running that is interfering with basic OS operations.
