Making my own private "Music Choice" type stream

I want to have a stream that looks kinda like "Music Choice" on cable. What I want to accomplish is having the TITLE, ARTIST, YEAR and artwork pushed, as well as COMMENTS from the tag file also pushed. I'd like the stream to work in any PC MP3 player as well as foobar2000 on Android. Is this anything that can realistically be done using Foobar and SHOUTCast/Altacast/Edcast?
