Cannot send PM to a user

When trying to send a PM to a new user(0 posts, joined few days ago), I get this:-

When I first joined ha.org I had to post a few times to be able to use the pm function. I'm not sure if it is like that anymore its been almost a year since then, but its a possibility. Don't have him go spamming the forums though.
