If your source file is mp3 then Audacity will decode it, then reencode the file you save. That will reduce quality and is generally discouraged.
If your edits will be limited to things like cutting out bits you don't want, then a program like mp3directcut which preserves the original mp3 encoding is best, but if you are doing more complex operations (mixing, filtering, etc) then you are stuck with the transcode problem and AUdacity works pretty well.
If you have the original files lossless, then Audacity can edit FLAC aswell. After editing you can save edited file in flac, then convert to mp3 with fb2k or something similar. Thats the best way imo

No need for foobar2000 in this case; Audacity will also export as MP3 provided you have the LAME executable available.
I know. But I like using Foobar for the mp3 conversion. And Audacity does only support Lame 3.98
