FLACCL configuration

Noob so I'm probably doing something wrong...

Xeon 1245v5, 16GB ram, Win10, NVME drive, AMD WX 7100 w/ current driver, FLACCL Settings attached.

When I start encode, GPU usage spikes to 100% for less than 1/2 second, GPU ram usage goes up by around 400M, CPU usage hits 20% and holds for the duration, encode takes the same amount of time as using dbpoweramp's converter (around 7 seconds, Cuetools indicating around 450x).  Additional observation: the speed/elapsed time is the same regardless of compression level.

Thoughts?
