SoX resampler vs Foobar2000 default inbuild

Hi All,
I am looking for an answer to following question:
Context: SoX is said (according to tests and measurements) to be one of the best available resamplers.
Question: If so WHY Foobar2000 developers didn't include it in Fb2k installation file by default?
Is it anything I don't know/miss here? Any contradictions to use SoX plugin for Foobar?
PS - anticipating questions in fashion "why do I want to resample" - because my software/hardware active DSP speakers construction force me to do so (fixed ASIO 192kHz processing in all chain till DAC) :)
