Any way to get Foobar to fetch the song writer(s) information for a song?

That part is problematic and the answer is probably a hard no.

For complete albums you might consider foo_discogs or MusicBrainz Picard. With Picard being a 3rd party app, not all tags it writes are recognisable by fb2k so that's something to consider.

There isn't much consensus regarding that term.
People, online music databases, musical genres... seem to define songwriting in different ways.

If you are willing to spend time on this, the Discogs Credit List (Writting & Arrangement section) is quite handy helping to define your own song-writer's meaning. If you do, please share it here. Maybe someone could then provide a ready-made script.

MusicBrainz Picard can listen to a song, so it isn't at all a hard "no". I think Picard's hidden tagging is in the identification and not so much in artist or performer tags.

Performer is exactly what I was thinking of when I wrote the comment. The TMCL/IPLS id3 frames are not supported by fb2k.

https://www.allmusic.com/ has good songwriter credits. An example:

Does anyone know if that can be retrieved automatically?

Hi, thank you for the clarifications. As far as my interpretation goes, song-writer(s) as equivalent to song credits and release credits are also a good fetch.
My own experience is limited to Discogs database, you can find some related components in the wiki (tagging section):
