m3u playlist on android questions

I am new to foobar.  I would like to use m3u playlists on android which I edit on a windows desktop.  So my questions are:
1. Can I use m3u playlists on android?
2. Assuming I can, where do they need to be located or how do I tell foobar where they are located?
3.  What syntax would I use in the m3u file to specify the music location?  My files are on an external sd card in a "music" directory.

In my experience, .m3u playlist files don't load properly on my phone. Whenever I create a playlist, I always create a .fpl file. For some reason, this loads on my phone.
