The lengths of AAC tracks

Must ALL the AAC encoders make a silence at the end of the tracks and  increase its lengths?
If the aac encoder shortens the lengths of the track (0,030—0,070 ms.) — is it normal or mistake of encoder?

All encoders have to do that.

A gapless decoder will remove the extra length though, resulting in the same length after decoding.
