TAGZ library source code

Is the source code for the TAGZ library used by Foobar2000 available for use in other applications? I would much like to support the same titling format in my own programs.

I could of course provide the same functionality to my users by implementing the formatting myself, but as you can image, using the same code base would be a great advantage.
