ADX to WAV, Volume problems

I'm using ADXUtil right now to convert my ADX files to WAV but the volume always ends up being fairly low. And when I normalize and/or change the volume of the wav, it ends up sounding crappy.
What program could I use to convert to WAV that would give me the right volume, or can this not be helped? I have adxencd which I hear is the best ADX encoder/decoder but I'm unaware of the proper command line to convert the ADX files to WAV. I can use it to convert WAV to ADX just fine but, unfortunately, that's not what I'm trying to do. Any suggestions would be a big help, thanks.
